The Scope of Appointment (SOA)

Medicare rules require a signed Scope of Appointment before a licensed agent can discuss Medicare Advantage or prescription drug plans with you. It records which product types you agreed to talk about. It takes about a minute and does not obligate you to anything.

Ways to sign

  1. Online, as part of booking a consultation through the find-an-agent tool.
  2. From a secure signing link your agent sends you by email or text. The link is single-use and expires after 7 days.
  3. In person, by scanning a QR code at a participating retail location.
  4. By phone, where your agent reads a required disclosure and records your verbal agreement as the electronic record.

What the form asks

  1. Check the product types you agree to discuss: Medicare Advantage (Part C), prescription drug plans (Part D), Medicare Supplement (Medigap), dental/vision/hearing, or hospital indemnity.
  2. Review the required disclosure text.
  3. Type your full name as your signature and confirm your agreement.

What signing means

  1. The agent may discuss only the product types you checked.
  2. Nothing is scheduled or enrolled by signing. It is not an application and it does not change your coverage.
  3. If you later want to discuss other product types, you simply sign a new Scope of Appointment.

Signed forms are retained as required by CMS regulations.
